"Shabby finishing"

I visited a couple of condos in this building. Looked for the purposes of buying. At the time the building was relatively new. The walls were warped, and the looked like non-carpenters built the place. Location is not great. Located at a bottom of a hill and not so close to anything. For a condo you would usually expect some convenience closeby.
